			<content:encoded><![CDATA[<p>&#8230; starts today.  As a kickoff,  the Allawi provisional government has announced that Allawi&#8217;s party will hold their convention in Fallujah.  This will help start the healing process, following the razing of the city.   The utter destruction of Fallujah was, according to Allawi, carried out so that any residents who cared to remain there can participate in Iraq&#8217;s first free elections.</p>
<p>The Iraqi and American troops are under strict orders to use only small arms fire on insurgents holed up in the city&#8217;s major mosque, as the facilities will be required for the convention delegates in sevral weeks time.</p>
